Citizen Charter:
My identity? I belong to everyone. I am human, I float with people, I make friends of happiness and sorrow, I wield the power of laughter, I belong to everyone.
Citizen Charter means Citizenship Certificate. The Citizen's Charter is a document that clearly informs the public about the services that people will receive in a country's government office. Everyone has the right to know what services a government organization provides.
Origin of Citizen Charter:
The Citizens' Charter originated in the United Kingdom in 1971 during the rule of the Conservative government led by John Major. At that time a question was being discussed very widely in the country. That is, if the private sector can provide quality services, then why can't the government agencies? Get a refund from a business or service organization? It is in the context of these questions that the UK Citizenship Certificate Program was launched, the main goal of which was to continuously improve the quality of government services for the citizens of the country in order to meet the needs and aspirations of the users.
The main purpose of issuing civic certificates is to facilitate access to government services for the people and to improve the quality of services.
The four main purposes of the Citizen's Charter can be identified-
Firstly: through the participation of the people, the quality of the service should be determined in line with their expectations and their views should be re-determined at regular intervals so that it is possible to continuously improve the quality of service and make the service people-friendly.
Second: to empower the public by providing them with information about their rights so that they can claim those rights from the service providers and to ensure the social accountability of the service providers in various ways (e.g., grievance redressal system).
Third: to improve the behavior of service providers through various initiatives (e.g., establishment of support counters) and to develop a culture of courtesy in the organization.
Fourthly: to gain the trust of the people through initiatives like improving the quality of service, participation of the people, redressal of grievances etc.
